[1]- First of all open a new blank document any size.
Here I
have used document size 420x420pixel , 96 resolution
[2]- Type any words help by Text tool . As shown below
[3]- Right click on this text Layer and select the Rasterize
Layer
[4]- Now create a new layer from the Layer window
[5]- Here Ctrl+Click on text layer after that
go to Select menu>Modify>Contract>
contract by 3 pixel
[6]- Now fill the any nice color
Here I have used color code
#85E6E6 . After that deselect
[7]- Now here go to Filter menu>Blur>Gaussian Blur and
apply the following settings

[9]- Go to Filter>Stylize>Extrude . And apply the following
settings

[11]- If you want than convert the background color.
Here I have
used Black color . As shown below

Now Select the Bevel and Emboss from the Layer style
and now apply the following
