[1] First of all I have taken a new file of height = 400 pixels
width = 400 pixels and resoulation of 72 dpi in the RGB mode.
[2] Make a new layer from the layer pallete.
[3] Go to Filter>Render>Clouds.
[4] Go to Image>Adjustments>Curves apply the following
setting.
[5] Your image will look like this.
[6] Go to Select>Color Range apply the following settings.
[7] You should now have something like this.
[8] Go to Select>Feather and enter a value of 2
[9] Go to Filter>Render>Clouds. Don't deselect.
[10] Go to Select>Inverse.
[11] Go to Filter>Render>Different Clouds.
[12] Go to Image>Adjustments>Hue&Saturation
apply
the following settings.
[13] Your image will look like this.
[14] Go to Filter>Noise>Add Noise (Uniform/Monochromatic,
20).
[15] Now again go to Filter>Texture>Craquelure
and apply
the following settings.
[16] Your image will look like this.
[17] Go to Select>Inverse.
[18] Click Image>Adjustments>Hue/Saturation
Apply the
following setting.
[19] Your image will look like this.
[20] Click Filter>Distort>Ocean Ripple
use these settings.
[21] Here is your final image.
