[2] First you can take any picture.
[3] Now make the copy of
Layer 0 hide the layer see

image.
[4] Now go to Image>Adjustments>Desaturate.
[5] Your image will be look like this.
[6] Now make the copy of
Layer 0 copy, see
in the next image.
[7] Now go to Image>Adjustments>Invert, (Short cut key
is Cntl+I)
your image will be look like this.
[8] And now change the
Blending Mode Color Dodge.
[9] Now go to Filter>Blur>Gaussian Blur
use these settings.
